On April 26th, Changzhou released the ��Advice on Applying the ��Four Ones�� system and ��Flat Management�� in Communities.�� The ��Four Ones�� refer to the party committee, the neighborhood committee, the service station and the complex management office together as a community governance body. ��Flat Management�� refers to coordination and integration of organizations or functions of a community.
　　The overall objective is to implement the new ��Four Ones�� system and ��Flat Management�� in 80% of urban communities and 70% of rural communities in 2012; and to apply this system in all communities in 2014.
