Recently, The Provincial Department of Human Resources and Social Security has released the 2020 List of Talents Receiving the State Council Special Allowance. Five Changzhou talents are on the list, they are: Li Weiping, principal of Juqianjie Primary School; Liu Quanhai, dean of Changzhou Mapping Institute; Song Biao, senior engineer and technician from Changzhou Technician College; Ju Dongsheng, senior technician from Changfa Agricultural Equipment Co., Ltd. and Sui Bixia, dean of Changzhou College of Information Technology.

The special government allowance from the State Council is a reward system for high-level professional & technical talents and highly skilled talents. The list is released biennially by the State Council. The recipients are thus called experts with State Council Special Allowance. So far, a total of 184 experts in Changzhou have been granted such honors.

Changzhou Human Resources and Social Security Bureau took charge of the selecting process in Changzhou, which included personal application, institute’s recommendation, qualification review and expert assessment. The five talents, who ended up receiving the special allowance, have worked hard for most of their lives, making widely-recognized achievements in their respective fields. As the backbone of society, they have generated great social and economic benefits, contributing to the development in Changzhou.
