On January 23, the Deputy Secretary of the Changzhou Municipal Committee of the CPC Mr. Zou Hongguo met with a Russian delegation headed by the Director of the Russian Institute of High Molecular Compounds . Zou extended his welcome to the Russian guests, saying that

. He requested the Russian guests to conduct deep investigations here so as to find convergent points of mutual cooperation in future. During their stay in Changzhou, the Russian delegation signed a framework agreement on cooperation with Changzhou, held some talks on the cooperation of some scientific and technological programs in relevant areas and reached an intent of cooperation on introducing the most advanced lithium ion membrane technology, as well as on investment of building a membrane production base with annual capacity of 100 million sq m.
