On the morning of May 13, the fourth session of the 16th Changzhou Municipal People's Congress opened in the Longcheng Hall of the Administration Center. Qi Jiabin, secretary of the Municipal Committee of CPC and secretary of the Party Group of the Standing Committee of the Municipal People's Congress, presided over the conference. Acting mayor Chen Jinhu delivered a report on the work of the government on behalf of the Municipal People's Government.

The conference was chaired by Qi Jiabin, Bai Yunping, Zhang Yaogang, Chen Jianguo, Sheng Jianliang, Jiang Ziping and Zhang Yi. Leaders of the CPC Changzhou Municipal Committee, the Municipal Government, and the CPPCC Changzhou Municipal Committee, the Changzhou Military Division, the Municipal Intermediate People's Court and the Municipal People's Procuratorate took seats on the rostrum.

Entrusted by the Standing Committee of the Changzhou Municipal People's Congress, Bai Yunping, executive deputy director of the Standing Committee of the Municipal People's Congress, made a report on the work of the Standing Committee of the 16th Changzhou Municipal People's Congress.
