为进一步加强市行政服务中心的建设，强化管理，规范运作，不断提高服务水平和工作质量，树立好政府窗口形象。现尰span lang="EN-US">2008年窗口工作人员调整管理提出以下意见、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 一、选优配强窗口工作人员，不断优化人员结枃span lang="EN-US">
1、选派原则。各单位要选派政治素质好、业务水平高、工作能力强的同志到窗口工作。同时，要注意把优秀年青干部放到窗口进行锻炼，提高综合素质，更好地为企业、基层和群众服务、/span>
2、选派条件。派驻窗口工作人员应是本部门公务员。法律、法规授权的组织和委托的行政机关，亦可由该单位派员。年?0岁以下，大专以上文化，熟悉本单位行政许可、行政服务事项，具备综合业务能力，熟练掌握电脑操作。对?人的窗口，其窗口工作人员必须配置一名中层干部；?人以上的窗口，其窗口工作人员构成中要配置一名中层干部作为窗口首席代表、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 3、窗口工作人员的调整。窗口工作人员在窗口工作时间原则上首席代表和一人窗口的工作人员不少?年，其他工作人员不少?年。窗口单位要求调整窗口工作人员，应填写《常州市行政服务中心窗口工作人员商调表》报市行政服务中心，经由市效能监察中心、市人事局和市行政服务中心（以下简称“中心”）共同审核同意后，方可调整。窗口工作人员调整在每年?月上、中旬前完成，下旬“中心”组织上岗前培训等工作。无特殊情况，各部门不得临时更替人员、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 二、优化审批机制，规范服务管理
1、集中审批职能，切实做到“能进则进”。部门行政许可事项相对集中的内设机构，要整建制的进驻“中心”。各部门要积极探索内部审批职能的整合，明确一个内设机构承担本部门行政服务工作的新机制，为落实“一个窗口对外”和“一站式服务”提供体制、机制保证、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 2、充分授权、明确责任。部门应授予窗口首席代表即时受理权。形式审查环节必须在窗口完成，实质审查环节也应尽可能在窗口完成，形成“一审一核”的机制，提高行政效能和审批事项的即办率，确实需要部门有关处室审查的，应由部门派员接转申报材料，保证窗口工作人员的在位率。部门应授予窗口首席代表协调调度权。审批事项涉及到需要部门两个以上处室出具审批意见的，由首席代表牵头，协调做到“一窗受理、抄告相关、并联审批、限时办结”，并且实行首受负责制。部门应授予窗口首席代表督查检查权。首席代表根据行政审批事项流程责任分解的各个环节和时限，督查检查落实情况，确保承诺兑现、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 3、“中心”对窗口工作人员实行双重管理，工资关系、福利待遇不变，业务上接受原单位指导，日常工作由‛/span>中心“/span>管理。工作人员在‛/span>中心“/span>期间，党、团组织关系?/span>‛/span>中心“/span> “中心”组织学习，并做好组织发展工作。党员年终统计由原单位统计。选派期满后，田/span>‛/span>中心“/span>对其表现作出鉴定，存入个人档案，并作为原单位使用的依据之一、/span>
4、“中心 组织对窗口工作人员实行日考勤、季度考核、年度考核工作，考核结果将返回本人单位、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o"> 5、窗口工作人员因不能胜任窗口工作或工作表现差的，行政行为不规范、不廉洁的，不服从“中心”管理，有违规违纪行为的，由“中心”作退岗处理。“中心”下达通知后，派出单位应立即调换工作人员、o:p xmlns:o="http://unknownprefix/o" o="http://unknownprefix/o">
