消费税政策的通知
各省、直辖市、计划单列市财政厅（局）、国家税务局，新疆生产建设兵团财务局９span lang="EN-US">
为促进节能减排，进一步完善消费税税制，经国务院批准，现将乘用车消费税政策做如下调整：
一、气缸容量（排气量，下同）在
1.0卆/st1:chmetcnv>以下（含
1.0卆/st1:chmetcnv>）的乘用车，税率田span lang="EN-US">3%
下调臲span lang="EN-US">1%：span lang="EN-US">
二、气缸容量在
3.0卆/st1:chmetcnv>以上臲st1:chmetcnv st1="http://unknownprefix/st1" st="on" tcsc="0" numbertype="1" negative="False" hasspace="False" sourcevalue="4" unitname="? xmlns:st1="http://unknownprefix/st1">
4.0卆/st1:chmetcnv>（含
4.0卆/st1:chmetcnv>）的乘用车，税率田span lang="EN-US">15
％上调至25％；
三、气缸容量在
4.0卆/st1:chmetcnv>以上的乘用车，税率由
20％上调至
40％；
调整后的乘用车消费税税率见附件、span lang="EN-US">

销出的乘用车发生退货的，按政策调整前的原税率退税。出口企业在
2008平span lang="EN-US">9朇span lang="EN-US">1日前
